Challenge

Vineyard Wind required an experienced site manager to support construction of Vineyard Wind 1, the first commercial-scale offshore wind project in the United States. The Deputy Site Manager role was established to oversee offshore construction activities and ensure safe and efficient project execution.

Strategy

The Deputy Site Manager position commenced with the arrival of components at the offshore site and continues through to project handover to the commercial operations team. Based in New Bedford, Massachusetts, the role operates in a back-to-back rotation with the Site Manager, providing continuity and oversight throughout construction.

Action

Core responsibilities include:

• Supporting the Site Manager and Construction Package Manager.
• Marine coordination and logistics oversight.
• Managing Marine Coordination Center (MCC) operations.
• Administering the permit-to-work system.
• Overseeing operations and maintenance of wave buoys.
• Developing and implementing marine procedures for offshore transfers, coordination, and permitting.
• Supporting procurement and onboarding of vessels.

Outcome

This contract marked Angler Solutions’ entry into the U.S. offshore wind market, contributing to the development of America’s first commercial-scale offshore wind farm. Through its role, Angler is actively supporting safe, efficient, and coordinated offshore construction activities, reinforcing its capacity to deliver expertise on international renewable energy projects.
