Onshore and offshore wind energy are emerging industries in Canada, with Atlantic Canada poised to become a hub for future development. However, significant gaps exist in the region’s supply chain, creating a risk of missed opportunities in this rapidly growing sector. Marine Renewables Canada (MRC) launched this project to assess current supply chain capabilities, identify gaps, and create an action plan to strengthen readiness for large-scale wind development.
The project team applied a staged approach to evaluate Atlantic Canada’s wind energy supply chain. The work began with data collection and analysis to map existing capabilities and assess the technical and infrastructure requirements of offshore and onshore projects, including turbines, foundations, ports, and logistics.
Stakeholder engagement was prioritized from the outset. More than 75 stakeholders, including industry representatives, government, and Indigenous groups, were consulted to validate findings and align recommendations with regional priorities.
Based on this foundation, the project team developed a strategic roadmap that identified supply chain strengths and gaps, and outlined actionable pathways to build capacity. The roadmap was designed to be practical and widely accessible, with dissemination through a final report, workshops in all four Atlantic provinces, and a webinar to ensure broad awareness and engagement.
The project team completed a comprehensive assessment of Atlantic Canada’s wind supply chain through supply chain mapping, capability analysis, a structured SWOT review, and a detailed risk assessment.
More than 75 stakeholders and rights holders, including Indigenous organizations, industry, government, and utilities, were engaged through interviews, webinars, surveys, and workshops. Their input shaped the analysis and ensured recommendations reflected regional realities.
A final prioritization workshop ranked proposed actions by impact and cost, producing a practical, stakeholder-driven roadmap to guide future supply chain and workforce development.
The project delivered a clear, evidence-based roadmap for strengthening Atlantic Canada’s onshore and offshore wind supply chain. It identified regional strengths, gaps, and risks, while outlining actionable pathways to build local capacity, enhance inclusivity, and position the region to compete globally. Led by Xodus Group, with contributions from Angler Solutions, Caron Hawco Group, Envigour, and other partners, the assessment provides a foundation for Atlantic Canada to seize opportunities in the rapidly expanding wind energy sector.
